Отделение ITU-R образовано в 1993 г. и является правопреемником Международного консультативного комитета по радиосвязи, МККР (CCIR - International Radio Consultative Commitee), занимающегося разработкой рекомендаций в области радиосвязи с 1927 г. В секторе ITU-R образовано 9 исследовательских групп (SG), классификация их деятельности отражена в табл. I-7.
